Four children are among the dead, including a three-year-old girl who died alongside her mother.

Uncertainty remains around the exact number of people still missing, as authorities warned the figure may continue to fluctuate.

"The only words I can really think of to describe what it looked [like] was it looked like a World War I battlefield", Santa Barbara County Sheriff Bill Brown said of the area, which is known for its handsome homes and celebrity residents.

Much of the focus of Thursday's search was on areas where rescue crews had yet to reach, said Amber Anderson, a public information officer for the multiagency response team handling the disaster.

In addition to the homes destroyed, the debris flow from the mudslides has damaged hundreds of other structures, officials said.

A wet last winter gave way to a dry summer here and in many parts of California.

Troy doesn't blame the county for keeping her neighborhood under only a voluntary evacuation advisory until it was too late to get out - only herself.

"I heard rumbling and ran for my life", he said.

Santa Barbara is a tourist magnet, attracting visitors to its famous beaches and trendy restaurants.
