It's back to business for federal workers Tuesday after President Donald Trump signed a bill reopening the government late Monday.

The Senate voted 81-18 to procedurally advance legislation to fund the government through February 8 in exchange for a pledge from the Senate's Republican leadership to take up a renewal of the Deferred Action for Childhood Arrivals immigration protections for those brought to the USA illegally as children.

The House approved the funding bill by a vote of 266-150 just hours after it passed the Senate by a vote of 81-18. The White House argues Democrats "caved" after Trump refused to negotiate with them on immigration policy until the government reopened.

"I am pleased that Democrats in Congress have come to their senses", Trump said in a statement.

Immigration and the budget are entangled because of Congress' failure to approve a full-scale budget on time by October 1, 2017, just weeks after Trump summarily ordered an end by March to Obama-era legal protections for young immigrants known as the "Dreamers".

A vote on final passage is needed before the House of Representatives can take up the measure. Democrats had insisted that any short-term spending legislation to keep the government running include protections for young undocumented immigrants known as "Dreamers". They mostly grew up in the United States. Trump ended the program - Deferred Action for Childhood Arrivals, or DACA - late past year, but gave Congress until March 5 to pass legislation extending it. DACA now protects some 700,000 immigrants from deportation. Senate Democrats dropped their objections to a stopgap spending measure. If no progress is made on an immigration bill then "I think Democrats still have the ability to potentially force another shutdown over the issue".

Essential federal services and the military were operational Monday, but even active-duty troops will not be paid until a deal is formally sealed.

The shutdown undercut Trump's self-crafted image as a dealmaker who would fix the broken culture in Washington.

Both sides in Washington had tried to blame each other for the shutdown.

Trump has staked his political fortunes on taking a hard line on immigrants, painting them as criminals and scroungers.

Exhibit A was the government's decision to close the Statue of Liberty and Ellis Island to tourists.

"Today's cave by Senate Democrats - led by weak-kneed, right-of-center Democrats - is why people don't believe the Democratic Party stands for anything", said Stephanie Taylor, co-founder of the Progressive Change Campaign Committee. And that's precisely how Republicans on Capitol Hill sought to market the shutdown - as a manufactured crisis by a bunch of out-of-touch, coastal elites who care more about helping people in the country illegally than their own constituents.

USA stocks advanced on Monday as each of Wall Street's main indexes touched a record intraday level after the shutdown deal.
