California Gov. Jerry Brown final State of the State Address 2018

California Governor Jerry Brown Friday signed an executive order detailing aims to have five million electric cars on the state's roads by 2030 - by accelerating the production of such vehicles using financial incentives and rebates.

"The goal is to make our neighborhoods and farms healthier, our vehicles cleaner - zero emission the sooner the better - and all our technologies increasingly lowering their carbon output.", he said in the speech.

Today, the Governor enacted an order that will boost both the supply of zero-emission vehicles (ZEVs) and charging and refueling stations across the state.

The number of zero-emission cars is a significant expansion of Brown's former goal of seeing 1.5 million such vehicles by 2025. Brown points out that since 2012 the number of ZEVs has grown from 25,000 to more than 350,000 - a gain of 1,300 percent - that still comprises just about five percent of all new in-state auto sales.

The executive order calls for increasing the zero-emission infrastructure in the state as a way to "strengthen the economy and create jobs in the State of California".

If approved there will be 250,000 electric-vehicle charging stations and 200 hydrogen fuelling stations, an increase from about 14,000 charging stations and 31 hydrogen stations.

The Democratic governor has positioned California as a global leader in fighting climate change, placing him in direct opposition to President Donald Trump, a climate-change denier who has pulled the U.S. out of the Paris climate accord.

Brown, a Democrat, has publicly criticized Trump's decision to leave the Paris agreement and has taken a strong stance against the administration's planned off-shore drilling. The sector accounts for 50 percent of greenhouse gases in California and 80 percent of the pollutants that cause smog, according to Brown's statement.
