Montecito and Carpinteria were the towns most devastated by the mudslides, according to Amber Anderson, a spokesperson with the Santa Barbara County Incident Management Team, per the Washington Post.

The body count as of Wednesday was 15, with 25 reported injured and 50 having to be rescued. Firefighters used dogs to search for victims inside the destroyed structures. Meanwhile, AS WE SPEAK, her Montecito home's a staging ground for helicopter rescues.

In Santa Barbara County, a total of 100 homes were destroyed and 300 homes damaged by the mudslides, Eliason said, adding that eight commercial properties were also destroyed and 20 damaged.

There was a backlog of scores of callers requesting help.

From the air, the US Coast Guard and Venture County emergency crews pulled residents to safety.

Although mandatory evacuations were put into force in some parts of Santa Barbara, only 10% to 15% of residents actually heeded the warnings to flee their homes.

The worst rainfall came at 3.30 p.m. local time (2330 UTC) on Tuesday, when Montecito received more than a half inch (1.3 centimeters) of rain in a five-minute period.

"We've gotten multiple reports of rescuers falling through manholes that were covered with mud, swimming pools that were covered up with mud", said Anthony Buzzerio, a Los Angeles County fire battalion chief.
