Budget agreement deal needed to avoid federal government shutdown
With a possible government shutdown looming this weekend, the House had planned to vote late today on a stopgap spending bill that would keep government funding flowing to February 16 as delicate negotiations continue to protect young, undocumented immigrants brought illegally as children from deportation.
News is reporting six Republican senators would vote no on the bill as it is now written. Rep. Mark Meadows, R-N.C., said Ryan promised the group future votes on extra defense spending and on a conservative, restrictive immigration bill.
House Democratic leader Nancy Pelosi was scathing about the insertion of CHIP in the government funding bill, saying the measure did not include money for community health centers needed to support the program.
If a past president had sent Trump's Thursday morning tweet about CHIP, one senior House Republican aide pointed out, it would have been taken as a serious reconsideration of administration policy. This legislation would likely be dead on arrival in the Senate, where Democrats have said they have enough votes to block the legislation. It would be the first government shutdown since 2013. "#Dreamers belong here. I will vote NO on this spending bill because it does not put them on a pathway to citizenship", Sen. In a statement Thursday, White House spokesman Raj Shah said the president supports the House bill.
In fact, in the event of a shutdown, food inspections and other vital services would continue, as would Social Security and other federal benefit programs.
Trump has meanwhile continued to push to build a wall along the US border with Mexico that many lawmakers do not want as part of any immigration deal.
President Donald Trump is playing to his base, which is roughly at about 30 per cent, but the 2018 elections are looming.
With the fate of the spending bill uncertain, federal agencies were being instructed to prepare for partial government shutdowns throughout the country on Saturday.
"We've kept the government open", said Rep. Tom Cole (R-OK). "The progressive movement who are going to be the boots on the ground for the Democrats to regain power" in November's midterm elections, she added, "are going to hold them accountable if they don't come through".
Democrats oppose all these elements, but with the clock ticking toward a possible government shutdown, people in both parties said negotiations Thursday had a more positive tone than in recent days.
But Democrats laid any blame for a shutdown at Republicans feet, noting that they control the White House and both chambers of Congress, and that there is bipartisan support for finding a solution to DACA. "Totally irresponsible. So if it's a shutdown it will be because they can't get the votes".

South Korea, US agree on denuclearisation talks with North Korea
The band was created by an order of North Korean leader Kim Jong-un in July 2012 and features Western-style music and outfits. But 20 nations agreed on Tuesday to consider tougher sanctions to press North Korea to give up its nuclear weapons.
Most Democrats were ready to oppose the legislation, and GOP conservatives were threatening to defect as well.
This would be the fourth short-term spending bill since the fiscal year began in October, and some Republicans are pushing for longer-term planning.
But that number is likely even higher, as several Republican senators, including Mike Rounds of South Dakota and Lindsey Graham of SC, also said they're prepared to vote against the plan. "House, Senate, one party in charge", he added, before saying, "That's it. Republicans have it all".
Senate Minority Leader Chuck Schumer, a Democrat, said that if agreement is not reached by Friday night, there should be an even shorter-term funding measure of a few days that would "give the president a few days to come to the table". Then he threw sand, a wrench, an entire toolbox into the gears of his party's efforts to pass a temporary spending bill to keep the government open past Friday night.
Meanwhile, House Republicans have tried to keep their troops in line for an expected vote later Thursday.
They are being used as bargaining chips as Republican leaders in Congress seek to fund the government, possibly yet again on a short term extension, and Democrats seek to use a moment of high political leverage.
As passed in the House, the bill would fund the government for four weeks, extend the Children's Health Insurance Program for six years and delay implementation of three taxes imposed by the Obama-era Affordable Care Act.
The president ended DACA, a 2012 program created by President Obama, in September and has given Congress until March 5 to figure out a legislative solution.
"He does understand CHIP", Ryan told reporters later yesterday.
The mixed messages from the White House prompted a rebuke Wednesday from a frustrated McConnell.
Back in May, President Trump called for a "good shutdown" to fix the "mess" in the federal government.
