Couple Charged With Torturing, Abusing Their Children

The home where 13 malnourished children allegedly chained by their parents were found

A 17-year-old girl escaped from a Riverside County home Sunday and showed sheriff's deputies the horrific conditions in which she and 12 siblings had been living.

The Turpins, who smiled at one another at their first court appearance, both face 94 years in prison if convicted. They were also forbidden from showering a couple of times a year.

Parents David Allen Turpin, 57, and Louise Anna Turpin, 49, were arrested and charged with torture, false imprisonment and child abuse - charges they deny. The Turpin children were discovered, filthy and starving, after one girl, aged 17, climbed out of a window and raised the alarm. Their bail was set at US$12 million (AU$15 million) each.

Sharon Ontiveros, 63, stopped by the house with her 3-year old granddaughter, who left a stuffed animal with dozens of others on the front walkway.

As for the parents, she added: "They deserve no mercy whatsoever".

The DA said all 13 children had been subjection to "prolonged abuse". The youngest of the siblings was just 2 years old. When washing their hands, if they washed above their wrists, they would be accused of playing in the water and would be chained up, he said.

He gave Congress until March to negotiate a replacement to the Deferred Action for Childhood Arrivals program, or DACA. The plan, put forth by House Republicans on Tuesday, does not extinguish the suspense on Capitol Hill this week.

Three Killed in Indo-Pak Border Clash
On Monday, Pakistan's military said cross-border fire by Indian forces killed four soldiers in the disputed Kashmir region. On Tuesday, at least four Pakistani soldiers were killed by the army in the cross-border firing initiated by the former.

"Circumstantial evidence in the house suggests that the victims were often not released from their chains to go to the bathroom", Hestrin said.

The children were found to be malnourished to the point they looked younger than their actual age. All were still in the original package and never been opened.

"I'm going to talk with the children, find out the real story on this as soon as I can get a call through to them, " James Turpin told The Associated Press.

He said: "The parents would apparently buy food for themselves and not allow the children to eat it". They were also fed very little food and on schedule. The children were forced to stay awake through the night, out of sight of neighbours, and knew virtually nothing of the outside world.

The siblings, who were schooled at home, were rarely seen outside the house, though the parents posted photos of them smiling together at Disneyland and in Las Vegas, where the couple renewed their wedding vows.

The court was told the Turpins' children had lived in a torture chamber since 2010, where some of the 13 children were shackled for months at a time.
