As the shutdown of the federal government lumbered toward an end, President Donald Trump remained out of sight, suppressing his instincts to become part of the story by making a deal or picking a fight.

The Senate voted 81-18 to procedurally advance legislation to fund the government through February 8 in exchange for a pledge from the Senate's Republican leadership to take up a renewal of the Deferred Action for Childhood Arrivals immigration protections for those brought to the US illegally as children. Sixteen of them voted against the measure (along with Republicans Mike Lee and Rand Paul, who generally oppose stopgap spending bills); other than Dianne Feinstein and Jon Tester (who was focused all along on the absence of community health funding in the bill), these dissenters were from the progressive wing of the Senate Democratic Caucus.

Senate majority leader Mitch McConnell is now on the record promising a vote to protect the immigrants, known as DREAMers, but promises can easily be broken, especially in McConnell's case.

The House approved the bill, 266-150, hours after the Senate backed it, 81-18.

A vote on final passage is needed before the House of Representatives can take up the measure.

A bipartisan group of senators had been lobbying Democratic and Republican leadership Sunday on the compromise measure, but an expected early Monday morning vote was called off at the last minute, and delayed until mid-day. Democrats from states won by Trump in 2016 broke with progressives looking to satisfy liberals' and immigrants' demands. "I think that it certainly went much smoother than it has in the past, but also the president was putting pressure and standing firm on exactly what he was willing to do and what he wasn't". The intervening period could also provide multiple opportunities for conflict within the GOP over immigration policy, and for more unusual and erratic behavior from the White House.

Monday's bargain only postpones a reckoning on deep divisions among the two parties, conservatives in the House and Trump.

McConnell appears to have taken the reigns from the president, and was able to negotiate a deal that Trump couldn't.

"I don't see that there's any reason - I'm speaking personally and hearing from my members - to support what was put forth", Pelosi said during a Monday press conference.

Democratic Senator Sherrod Brown of OH said that once the spending bill was passed, "I'm hoping we can get serious about a whole host of issues".
