Euroskeptic lawmaker says United Kingdom 'cowed' by European Union in Brexit talks

UK Brexit Secretary David Davis has played down Cabinet rifts over Europe, insisting there is "no difference" between himself, Chancellor Philip Hammond and Theresa May on the outcome they are seeking from Britain's European Union withdrawal.

But a Downing Street spokesman said: "While we want a deep and special economic partnership with the European Union after we leave, these could not be described as very modest changes".

Davis is trying to placate pro-Brexit lawmakers who accuse the government of being too timid in negotiations with Brussels.

Speaking in the town of Middlesbrough, Davis acknowledged that no new trade deals could enter into effect during a two-year implementation period following Britain's effective exit from the EU, during which the United Kingdom would continue to observe EU customs union and single-market rules.

Negotiations are likely to focus on the complexities of that status quo, including giving Britain a non-voting seat at some EU meetings, how to determine current matters like annual fishing quotas and how the EU might allow London to sign up to new trade deals with other countries while bound by EU accords.

"Because the longer we talk, keep talking about the implementation period, the less valuable it becomes to the businesses right across Europe", Davis said in a speech outlining his view of a post-Brexit transition.

Responding to some calls to extend Article 50 to delay the official Brexit date if negotiations are not complete by March 2019, Mr Davis added that this "would not solve" numerous problems.

Meanwhile, the chair of the backbench Tory 1922 Committee is said to be begging MPs not to send him any more letters demanding a leadership contest, otherwise he will have to act.

Mr Hammond's comments at the World Economic Forum in Davos on Thursday have also provoked a backlash.

Hammond said he hoped Brexit would bring only modest changes.

British finance minister Philip Hammond said on Friday that the country should take a pragmatic approach to Brexit, a day after facing criticism from fellow Conservatives for telling businesses that Brexit would only bring "very modest" changes.

"We'll deliver that on a frictionless access to the single market and a political and economic freedom for us in the future". "That is something we can be very positive about".

The EU is willing to be flexible on the duration and other terms of a Brexit transition period, which could include letting London sign trade deals, according to a document due to be formally endorsed by EU ministers on Monday.
