There are only an estimated 450 North Atlantic right whales left in the world, according to NOAA.
"Mariners are requested to route around this area or transit through it at 10 knots or less, " the statement said.
The voluntary speed restriction zone will remain in effect until February 7, the statement said.
Officials are hoping to tow the carcass to shore eventually to study it and try to determine a cause of death.
NOAA says the whale appears to have become entangled in some kind of line. It would allow fishing gear to be removed from the water earlier and reduce the risk of contact with whales. The government also said it will most likely impose speed restrictions for vessels again this year, when the whales return to the gulf. Right whales are classified as an endangered species. The new management measures will take effect immediately and be enforced aggressively.
