House passes stopgap spending bill, but Democrats may block in Senate

House Heads for Vote on Stopgap Funding Plan: Shutdown Update

House Heads for Vote on Stopgap Funding Plan: Shutdown Update

The House is now considering a bill to extend government funding through February 16. Trump tweeted Thursday morning.

With a possible government shutdown looming this weekend, the House had planned to vote late today on a stopgap spending bill that would keep government funding flowing to February 16 as delicate negotiations continue to protect young, undocumented immigrants brought illegally as children from deportation. "That's wrong and we can't give in to that", he said in The New York Observer.

The White House isn't immediately responding to questions about the tweet. A White House spokesman said Trump backs the continuing resolution, although he'd prefer that other legislation like CHIP not be attached to the spending bill. The White House later clarified the president's comments, saying that he supports the continuing resolution being proposed in the House.

In the event of a shutdown, food inspections, federal law enforcement, airport security checks, and other vital services would continue, as would Social Security, other federal benefit programs and military operations.

Senate Majority Whip John Cornyn said he expects the Senate will vote on on a debate-limiting motion with time to spare on Friday.

The last-minute confusion over CHIP further complicates spending negotiations that were stalled when Trump rejected a bipartisan Senate immigration plan meant to pave the way for a long-term spending agreement.

Trump tweeted earlier Thursday a message that was originally interpreted as disparaging of the current proposal to keep the government funded, though congressional Republicans later said the President was fully on board with that plan.

House passage came only after conservatives secured a promise from House Speaker Paul Ryan that he would soon advance some type of legislation to bolster USA military readiness. He accused them of using "men and women in uniform like bargaining chips", while holding the military "hostage for an immigration deal".

Trump brought immigration restrictionists like Sens.

A blame game will consume Washington if the government shuts down this week.

Trump also weighed in Thursday on Twitter on immigration, again demanding money for a wall along the southern border with Mexico. I know we are all frustrated by the pace of negotiations on spending, but joining Democrats to shut down the government plays right into the Democrats hand.

Trump favors making the program part of "a long term solution, not a 30 Day, or short term, extension!"

"I join the American people in their disgust at what happened in terms of the shutdown of government", Democratic House Leader Nancy Pelosi, D-Calif., said on ABC's "This Week".

Sen. Brian Schatz, a Democrat from Hawaii, said he had doubts about voting for another short-term CR while Sen. But he has indicated he will vote against the stopgap funding measure in the Senate.

Legislation to stave off an imminent federal government shutdown encountered obstacles in the U.S. Senate late on Thursday, despite the passage of a month-long funding bill by the House of Representatives hours earlier. Angus King, an independent from ME - said they were exhausted of continuing resolutions in general. Later the group's chairman Mark Meadows, met with Ryan and House Majority Leader Kevin McCarthy.

Congress has been unable to pass a long-term spending plan for government agencies since last year's budget ran out September 30.

The last shutdown occurred in 2013 when Republican lawmakers unsuccessfully tried to eliminate funding of then-President Barack Obama's signature legislative achievement, the Affordable Care Act. A handful are running for re-election in states where Trump handily won in 2016.

A one-month spending bill "is not good for the military". Vermont Sen. Bernie Sanders, an independent who caucuses with the Democrats, has advocated for this, too.

House Republican leaders have included a six-year renewal in a short-term budget bill in an effort to woo Democrats.

Immigration activists have increased the pressure on Democrats to oppose any spending measure while DACA is still unresolved. We can make it a little bit better, maybe for both sides. Mike Pence, now Trump's vice president, said he would be willing to shut the government down over reducing government spending and over his amendment to defund Planned Parenthood.

"[Last] Tuesday we had a president who I was proud to golf with, call my friend, who understood immigration had to be bipartisan. but he also understood the idea that we had to do it with compassion", Graham said. It's up to the Democrats.
