Green said that Trump's remark, which was cheered by a number of white supremacist groups Friday, has wrought further division in America and diminished the nation's standing in the world.

Despite a widening partisan divide in Congress, Green's original impeachment effort, citing "bigotry, hatred and hostility from the president", was strongly opposed by House Democratic leaders, who considered it premature and potentially counterproductive.

Green said that next week, he will again bring articles of impeachment against the president.

Although not expected to cause any traction, 58 Democrats had voted to begin proceedings, while 364 members had voted against the measure.

Texas Democrat Al Green vowed on Friday to force another impeachment vote on the House floor next week.

The vote happened under a process where lawmakers in the House can offer "privileged" motions on impeachment, which means they can force the House floor to consider the subject.

Green's first effort to impeach Trump past year failed.

Trump's rhetoric, while not criminal, still "divides and damages the social fabric of our country in ways that obstruction of justice can not", Green wrote in his letter.

"That this president, a deeply flawed human being with no understanding of public policy, would make such ill-informed and deplorable comments about Haitians, Salvadorans, and immigrants from African countries, merely underscores everything we already know about him: he is a hopeless and ignorant bigot", she said.
