Andrew Flanagan was the chair of the Scottish Police Authority (SPA) when the decision was made to end the period of special leave for the top officer in Police Scotland - against whom several allegations of gross misconduct are being investigated.
Lawyers acting for Mr Gormley, who faces seven complaints but denies any wrongdoing, have warned he could go to court to have the decision judicially reviewed because the minister acted beyond his powers.
In the latest twist on Thursday, former SPA chairman Andrew Flanagan said he felt he was left with "no choice" but to reverse the board's decision after being told by Mr Matheson that it was a "bad decision".
Mr Flanagan said after that he felt he had "no choice" but to reverse the decision, describing the Cabinet Secretary as being "very unhappy" about it.
The SPA board made a decision to allow him to return to work last November, but that was reversed after Andrew Flanagan met Justice Secretary Michael Matheson.
Ms Davidson said this "contradicts" evidence provided by Ms Sturgeon to Parliament where she insisted that her Justice Secretary only questioned the process involved.
But Mr Flanagan's evidence prompted Conservative leader Ruth Davidson to claim Mr Matheson had "leaned on" the independent SPA, claiming the Cabinet Secretary was "absolutely instrumental in preventing the chief constable from returning to work".

Meanwhile Labour justice spokesman Daniel Johnson accused Mr Matheson of having "behaved inappropriately for a Cabinet Secretary", as he called for the Justice Secretary to consider his position.
Watchdogs at the Scottish Police Authority confirmed Chief Constable Phil Gormley's leave of absence - which is kept under regular review - was being continued.
Mr Gormley has hit out at the process itself, complaining that he has still not been interviewed by the investigators and claiming that, because of the public rows breaking out over his future, it may be impossible for him to get a fair hearing.
It concluded: "The chief constable's professional reputation, career and welfare have been eclipsed by a public battle of wills between the SPA and the Scottish government".
