EPA Puts Brakes on Approval Process for Gold, Copper Mine
Alaska's Energy Desk: In a surprise announcement Friday, the head of the U.S. Environmental Protection Agency said the proposed Pebble Mine may pose an "unacceptable" risk to Bristol Bay. It culminated in a 2014 decision by the EPA to propose restrictions employing Section 404 of the Clean Water Act, restrictions that would effectively prohibit the project.
But Jason Metrokin president and chief executive officer of Bristol Bay Native Corp., and Ralph Anderson, president and chief executive officer of Bristol Bay Native Association, cautioned that the EPA's latest decision is unlikely to end the debate over the mine.
CNN reports the EPA is withdrawing its proposal to "reverse clean water safeguards" for the Bristol Bay region, which was meant to make room for a gold and copper mine to be built by Pebble Limited Partnership.
The agency said in a statement Friday that it has "serious concerns" about the impacts of mining activity in the Bristol Bay watershed and public comments in stakeholder meetings stressed the importance of the world's largest wild salmon fishery.
In the EPA's latest decision, released late Friday, Pruitt wrote, "it is my judgment at this time that any mining projects in the region likely pose a risk to the abundant natural resources that exist there".

Northern Dynasty Minerals said in a statement the permitting process for the mine being overseen by the U.S. Army Corps of Engineers would continue. Then the agency started the process to reverse the Obama-era EPA proposal that a large mine like Pebble was too risky to go forward in the region.
The settlement also does not allow for the EPA to resume restricting the development until a final environmental impact statement is published for the project or four years after the May 2017 settlement, whichever comes first. The fight to protect our watershed from Pebble is far from finished.
Hurley spoke by phone from the commercial fishing hub of Dillingham, the seat of resistance to Pebble Mine, where she said activists were jubilant about the EPA's announcement. If finalized, the protections would place restrictions on the use of waters in the Bristol Bay watershed in southwest Alaska for the disposal of dredged land or mineral deposits created by mining - essentially limiting the size of any potential mining project in the area. The Pebble Partnership is the proponent of the Pebble Project, an initiative to develop one of the world's most important mineral resources.
The Obama administration issued the protection after a peer-reviewed study found the region "would result in complete loss of fish habitat due to elimination, dewatering, and fragmentation of streams, wetlands, and other aquatic resources".
