MALACANANG has formally charged and placed under a 90-day preventive suspension Overall Deputy Ombudsman Melchor Arthur Carandang for grave misconduct, grave dishonesty.
Presidential spokesperson Harry Roque announced this to media on Monday, January 29, explaining that the Office of the President (OP)'s move against Carandang had something to do with the information that he had released previous year to the media about Duterte's alleged bank accounts.
Carandang was given by the OP 10 days to explain why he should not be suspended.
The action of the Office of the Executive Secretary was pursuant to the complaint of Manuel Luna and Eligio Mallari filed in October 2017.
Carandang earlier said the Office of the Ombudsman had started looking into the wealth of the President and his family, and that it was coordinating with the Anti-Money Laundering Council (AMLC). He also said it contains more or less the same details as the report submitted by Senator Antonio Trillanes IV.
When he was still a presidential candidate, Duterte was accused of unlawfully failing to disclose 211 million pesos (S$5.4 million) in secret bank accounts.
Carandang had claimed that his office received records of bank transactions from the AMLC.

The deputy ombudsman's alleged violation had allegedly caused "undue injury to any party including the government or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial function through manifest partiality, evident bad faith or gross inexcusable negligence".
But can the President impose such sanctions on executives of the Office of the Ombudsman, an independent body created by the 1987 Constitution?
Trillanes cited on Monday the Supreme Court ruling as he slammed the Duterte administration's move to suspend Carandang.
"Clearly this is another Duterte tactic that's meant to bully democratic institutions into submission so he could go on with his dictatorial and corrupt ways", Trillanes said in a statement.
The Ombudsman investigation into Duterte's wealth stemmed from a plunder complaint filed by Trillanes in May 2016 alleging that the President's bank transactions amounted to P2.4 billion in 2006 to 2015.
Morales had inhibited from the case since her nephew, Manases Carpio, is the husband of the President's daughter, Davao City Mayor Sara Duterte.
Last September, Carandang was quoted in news reports as saying that the Ombudsman's office had secured from the AMLC copies of Duterte and his family's bank transaction records.
