The message that came through cellphones said it was not a drill.
Scores of confused residents tweeted screenshots of the warnings after receiving them shortly after 8am local time.

Jodi Luchs, an ophthalmologist from Merrick, N.Y. visiting Hawaii for a conference, told CNBC that he was settling in for breakfast on an otherwise flawless day, when hundreds of diners received the false alarm simultaneously.

About 15 minutes after the alert was sent out, authorities from the U.S. Pacific Command in Hawaii sent out a statement confirming that there was no missile threat.

After the alert was declared an error, many decried the fact that such an incredible error was allowed to happen.
"Measures must be taken to avoid further incidents that caused wholesale alarm and chaos today", House Speaker Scott Saiki said in a statement.
Roughly a half hour later, another emergency notification was sent out, this time saying the first was a false alarm. Part of that education campaign was a monthly test of the Cold War-era attack warning siren.
The incident happened amid high global tensions over North Korea's development of a ballistic nuclear weapon.
