A winter storm blanketed North Carolina's largest cities with snow Wednesday, canceling school, causing scores of crashes and leaving thousands in the dark.

Officials have blamed the storm for seven deaths, but three people also died in cold weather after snow and ice blanketed the South. The National Weather Service issued winter weather advisories through Friday for parts of northern California, southern OR, northern and central Nevada, central Idaho and western Montana.

Problems are worst in areas that had the most snow and ice, about 3 inches. There were reports of 1.2 inches of snow in northern Bladen County.

The governor's office says state offices will resume operations at noon Thursday, and some school systems in north and central Alabama are returning to class with delayed openings.

NCDOT crews in eastern Carolina are pre-treating roads ahead of winter weather, weather that prompted Gov. Roy Cooper to issue a state of emergency Wednesday afternoon. The storm is expected to blow offshore after dumping on North Carolina.

Temperatures early Thursday in North Carolina ranged from 3 degrees (-16 Celsius) in western North Carolina to 28 degrees (-2 Celsius) along the Outer Banks. State roads had been treated with more than 2 million gallons of anti-icing salt brine.

"Bitter temperatures overnight means solid ice in the morning and we have seen and unfortunately will continue to see an alarming increase in crashes", said Cooper, who did not identify the victims.

Authorities across the South urged drivers to stay off treacherous roads.
