Russian Federation could attack Britain's infrastructure, killing "thousands and thousands and thousands" of people, defence secretary Gavin Williamson has warned.
"They are going to be thinking, 'How can we just cause so much pain to Britain?"
Williamson said in an interview with the Daily Telegraph that Russian Federation has been researching British infrastructure with a view to disrupting it and creating "panic" and "chaos".
Williamson, who only became defence chief in November after predecessor Michael Fallon resigned over allegations of misconduct, gave the interview at the outset of a new five-month defence review.
Delivering his assessment of the threat from what he calls an increasingly assertive Kremlin, he said it was willing to take action "that any other nation would see as completely unacceptable".

However, the hosts equalised five minutes later when Nacho Monreal's header bounced off Marcos Alonso and Antonio Rudiger before going into the net.
Asked why Moscow was researching those areas in particular, he told the Daily Telegraph: "It is because they are saying, 'These are the ways we can hurt Britain'".
On January 22, Chief of the General Staff of the British Army General Nicholas Carter said in a speech in London that Russian Federation "represents the most complex and capable state-based threat to our country since the end of the Cold War".
He speculated the attack would come as a missile launch or cyberattack.
Mr Williamson said that after causing "the chaos", Russian Federation would then "step back", adding he believes it is a "real threat". A spokesman for the Ministry of Defence said it had nothing further to add to his remarks. The Russian Embassy in the United Kingdom responded by saying that the true objective of such moves is to justify a bigger defense budget.
