The foreign secretary used to be seen as first among equals till not long ago but Jaishankar's diplomatic versatility and political faith shown in him by the Narendra Modi government changed that equation. "We are proud to have India as a partner in realising our development aspirations". It has used the "sovereignty" argument to make its case.

This is understood to be part of the re-negotiated agreement between the two countries, which was signed during Foreign Secretary S Jaishankar's visit to Seychelles on Saturday.

The agreement had been signed in 2015 during the visit of PM Modi but it ran into trouble because it had not been ratified by the Seychelles parliament by the previous president, James Michel.

Although the Indian government is financing the project, Seychelles has the power to suspend the functioning of the defence base in certain circumstances such as during epidemic or if India is at war. Development of island infrastructure is an internationally accepted euphemism for development of strategic assets and the USA and China already have many such assets in the region. A statement after the Seychelles cabinet meeting said, "Cabinet agreed on the main objective of the agreement which is to provide a framework for assistance to the Government of Seychelles by the Government of India to enhance the military capabilities in control and maritime surveillance of our EEZ, protection of our EEZ and the outer islands and search and rescue in the region for the benefit of air and shipping traffic".

India and the Seychelles had inked an agreement in the course of that visit to develop infrastructure on Assumption Island, which lies 1,140 km southwest of the mainland of Mahe, and is one of the 115 islands that constitute Seychelles. After President Danny Faure assumed office in October 2016, discussion on the agreement was reopened. "We would like to relook at the agreement which does not have a legal statute on the Seychelles side".

Faure added that the agreement is "based on mutual respect and understanding between two very friendly and neighbouring countries interested in the protection of our shared ocean space, in particularly the Exclusive Economic Zone of Seychelles".

In the revised agreement, the main aim is to provide a framework for assistance to Seychelles by India.
