South Korea urges North to talk before military drills restart

In a separate notice, North Korea also informed the South that it will send 12 athletes to train as part of the unified Korean women's ice hockey team.

North Korea made a rare call to all Koreans, both at home and overseas, to push for #Unification with South Korea.

Treasury Secretary Steven Mnuchin said in a statement the USA would also target actors "that continue to provide a lifeline to North Korea", calling on China and Russian Federation to expel illicit actors.

The announcement also pointed that joint military exercises with "outside forces" have not helped in the reunification of the Koreas, specifically calling for Seoul to stop drills with the USA "forever".

They were met by several dozen protesters who shouted slogans and held a sign demanding the beheading of North Korea leader Kim Jong Un.

The message came following a meeting of government officials as both countries seek to finalize plans for South Korea's hosting of this year's Winter Olympics.

It also urged China and Russia, North Korea's main allies, to expel North Koreans raising funds for the programs.

Ahead of the Olympics, North Korean athletes will also join the South's training sessions. However, a 2014 government-funded survey found that only 13% of South Koreans perceived North Korea as a negative influence while 58% of South Koreans believed that they should cooperate with North Korea for development and progress.
