The Latest Spain works to prevent Puigdemont slipping
Puigdemont has said he can rule from Belgium, where he fled to in October to avoid arrest for his part in organising an illegal referendum on a split by Catalonia from Spain and a subsequent unilateral declaration of independence. The decision to reactivate the arrest warrant was postponed until the Catalan parliament is restored to normal activity, the court said.
The Spanish media is abuzz with speculation that Puigdemont might attempt a dramatic return for an investiture vote in the Catalan parliament this month. "We're going to see to it that he can not enter - even in the trunk of a car", Bloomberg reported.
Zoido said Puigdemont may be tempted to cross into Spain by helicopter, light aircraft or boat so that the Catalan parliament can reappoint him.
In Madrid, Spanish Interior Minister Juan Ignacio Zoido said he was anxious that the 55-year old - who faces arrest the minute he steps back in Spain - could now try to discreetly return to the parliament in Barcelona for a vote on his candidacy.
Speaking on Spanish TV network Antena 3, Zoido made it clear that he was prepared not to allow that to happen.
Zoido said police and the paramilitary Guardia Civil were working "morning, noon and night" to prevent Puigdemont's return.

Arge, a member of the left-wing Republican Party from the Faeroe Islands, a semi-autonomous Danish territory, criticized the Danish government and opposition lawmakers for rejecting invitations to meet Puigdemont.
The Faeroe Islands and Greenland have both referred to themselves as nations and floated the idea of full independence.
He said in English: "It is my goal (to be present)".
An earlier version of this story was corrected to show that it was Spain's interior minister, not justice minister, who said the country will step up surveillance to ensure that Puigdemont can't re-enter the country undetected.
