The special counsel's office has used subpoenas before to seek information on Mr. Trump's associates and their possible ties to Russian Federation or other foreign governments.
White House press secretary Sarah Sanders said Tuesday that the White House was not concerned with what Bannon might say to Congress or special counsel Robert Mueller's team.
Insiders in Washington believe the subpoena may also be a negotiating tactic to convince him to sit down and talk face-to-face with Mueller.
Mr. Mueller is likely to allow Mr. Bannon to forgo the grand jury appearance if he agrees to instead be questioned by investigators in the less formal setting of the special counsel's offices about ties between Mr. Trump's associates and Russian Federation and about the president's conduct in office, according to the person, who would not be named discussing the case.
Bannon's attorney told the committee that Bannon would answer questions when he goes to the special counsel because executive privilege would not apply, according to a source who's familiar with the process with Bannon.
On Wednesday, the AP also confirmed that Bannon will meet with Mueller's investigators for an interview instead of appearing before a grand jury.
On Tuesday, Steve Bannon will face members of the House Intelligence Committee probing allegations of Russian interference in the 2016 presidential election.
