He also said the immigration bill proposed by Durbin and Sen. Lindsey Graham, R-South Carolina, was "a real bipartisan process" and that Democrats were willing to make trades they wouldn't usually make to get a deal - even considering the wall in negotiations.
The shutdown battle - settled mostly on Trump's terms - complicated the already hard search for an immigration pact: GOP hard-liners appeared emboldened, while Democrats absorbed withering criticism from progressives.
For immigration legislation to be enacted into law, the House of Representatives ultimately would have to pass a bill identical to whatever the Senate approves.
