With a possible government shutdown looming this weekend, the House had planned to vote late today on a stopgap spending bill that would keep government funding flowing to February 16 as delicate negotiations continue to protect young, undocumented immigrants brought illegally as children from deportation.
As Senators gathered on the floor late Thursday, a number of illegal immigrant "Dreamers" were seated in the galleries, watching the debate below.
Trump objected to a measure that would extend children's health insurance for the next six years, which had largely Democratic support but was being supported by some Republicans as a means of getting the bill passed.
Minority Leader Chuck Schumer said his party would accept a stopgap funding bill to keep the government open for a few days to buy time to "get the job done" in talks on immigration legislation. Republicans want to pair that issue with stronger border security and restrictions on other immigration programs.
"We should be united in trying to come to a solution, not just kick the can down the road", said Senate Democratic Leader Charles Schumer.
The plan, put forth by House Republicans on Tuesday, does not extinguish the suspense on Capitol Hill this week.
A one-month spending bill "is not good for the military".
"There seemed to be a consensus with the cards that we have that this is the best way to play it", North Carolina GOP Rep. Mark Walker said after the meeting. Trump's historically poor popularity and a string of Democratic election victories have fueled that party's hopes of capturing control of the House and perhaps the Senate.
Republicans' goal is to force Democrats into the uncomfortable position of choosing between funding CHIP and their effort to win legal protections for hundreds of thousands of young undocumented immigrants.
In the meantime, Dreamers and those who support them protested at Republican lawmakers' offices.
