MLBPA Reportedly Will Reject Pitch Clock, Pace of Play Rules
The clock would start when the pitcher has the ball on the mound, except for the first pitch of an at-bat, when it would start at the end of the previous play. But it may become a reality sooner rather than later.
As expected, the players are once again going to reject Manfred's pace of play initiatives, according to a report from Ken Rosenthal of The Athletic. He's been bound and determined to reduce the average length of games and increase in-game action. Nevertheless, in 2017, the average time of a nine-inning game rose to a record high 3:05:11.
Manfred has preferred that the players be on board with any major rule changes.
Manfred has made such pace-of-play changes a priority of his administration since he took over in January 2015. As our own Jeff Passan laid out, this winter's free-agent market has created a large divide between the players and the league.
Union executive director Tony Clark and assistant general counsel Matt Nussbaum informed Major League Baseball of the decision in a phone call to deputy commissioner Dan Halem late Thursday afternoon.
Given the slow market this winter, the players may feel as though they have to fight tooth and nail over every little thing from now until the collective-bargaining agreement is up in December 2021.
By making Manfred use his power, the players believe fans will be furious with him, not them.

A timer will monitor a 30-second limit between batters. Nevertheless, the players, mindful of how other recent evolutions have hit unanticipated speed bumps - most notably the expanded instant replay - are hesitant to sign onto another big adjustment that doesn't thrill them, anyway.
Pitch clocks were introduced in double-A and triple-A in 2015. In this sense, it's easy to understand why the players don't want to go along with such a rule change right now. Pitchers will adjust to the clock in the minors and get accustomed to pitching at that pace.
As you might expect, players aren't fans of a pitch clock, and reportedly plan to reject the league's proposal.
However, Manfred doesn't appear willing to wait that long.
Whatever changes might be coming down the pipe, Manfred and Major League Baseball will have to make them official soon.
ESPN's Buster Olney reported in November that some players were wondering if it was possible to negotiate a pitch clock with a 22- or 24-second limit instead of the proposed 20 seconds.
