United Nations chief Antonio Guterres has ruled out any mediation to resolve the Kashmir issue unless all parties agree to it and asked India and Pakistan to address their outstanding issues through dialogue.

"UN chief stands ready to mediate peace talks between India and Pakistan provided the two neighbours accept his good offices", said UN Spokesman Stephane Dujarric, while responding to questions at the regular briefing in NY.

The office of Secretary-General António Guterres' has said he is available to help with mediation, but both parties need to agree on involving the UN, PTI reported on Tuesday.

"The Secretary-General would encourage both sides to address any outstanding issues through dialogue", he said.

Earlier on Monday, Chief of Army Staff, General Qamar Javed Bajwa had visited the Line of Control (LOC) and Working Boundary in Khuiratta/Ratta Aryan sectors, where he was briefed about Indian ceasefire violations specifically targeting civil population across the LoC and Working Boundary.

Indian troops retaliated to the ceasefire violation and the exchange of fire continued till late night, security force officials said.

Pakistan on Sunday again summoned Indian Deputy High Commissioner J.P. Singh to condemn "unprovoked ceasefire violations" by India along the Line of Control, which it said had killed two civilians and injured three others.

Islamabad has been urging New Delhi to respect the 2003 ceasefire arrangement, investigate the incidents of ceasefire violations, instruct Indian forces to respect the ceasefire in letter and spirit and maintain peace on the LoC.
