Russian Federation will not join the world's first nuclear disarmament deal, Foreign Minister Sergei Lavrov said at a UN Security Council meeting on Thursday.

But he said he was doing so for the "last time" to give US and European negotiators a "last chance" to enact measures to fix "disastrous flaws" in the deal.
