On Dec. 20, Protho grabbed the girl as she walked on the sidewalk near 153rd Street and Burnham Avenue, prosecutors said.
Protho has been indicted on a federal kidnapping charge.
The victim escaped and flagged down a passing vehicle, and law enforcement was contacted, the release states.
Video of a girl being kidnapped last month in south suburban Calumet City was released Friday as charges were announced against an in man accused of abducting her off the street in broad daylight. Protho remains in federal custody. At the 0:37 mark, the man is seen grabbing the child and then shoving her into his vehicle. Investigators said the girl was on her way home from school. According to the criminal complaint, the victim told investigators she tried to get away but Protho struck her in the face multiple times and covered her mouth when she tried to scream.
