Democrats have opposed limiting family-based immigration and they and their allies condemned the White House plan. Dick Durbin, who has been at the center of the immigration negotiations, said in a statement. It would also end the diversity visa lottery program, and repurpose the 50,00 annual visas for families and high-skilled immigration green cards.

The fight over DACA, which is set to expire in March, was part of the standoff between Republicans and Democrats in the Senate that resulted in a three-day government shutdown that ended on Monday.

Schumer was referring to an offer he made Trump last week to authorize upward of $20 billion for a border wall, a signature campaign pledge for the President, in exchange for protecting recipients of DACA, young undocumented immigrants who came to the United States as children.
