The fire broke out at about 17:00 (10:00 GMT) on Sunday.
A devastating fire at a shopping centre in a Siberian city killed 37 people and left 69 others missing Sunday, many of them children, a Russian state news agency reported.
Witnesses told Russian media the fire alarm and sprinklers had failed to function. Russian prosecutors can be quick to assign criminal blame in such cases - and rapidly went to work in Kemerovo - but subsequent promises to step up safety measures often prove to be halfhearted.
Firefighters evacuated at least 120 people from the mall, which was packed with parents and children on the first weekend of a school recess.
At least nine of the bodies found so far are children. While the investigators haven't yet given the exact cause of the blaze, they have obtained evidence proving "flagrant violations" that could have contributed to the heavy loss of life, including the fact that the fire escapes were blocked.
"I was shouting into the phone, telling her to get out but there was nothing I could do - the fire was in front of me", he said.
"Please tell Mom that I loved her", Vika replied, "please tell everyone that I loved them".
"They told me: Can't do it".

An X-ray of the package indicated a suspected Global Positioning System and an expedient fuse were attached, Army officials said. One of those packages contained liquid in a vial and a circuit board, according to law enforcement officials.
Russian officials say 20 psychologists are working with relatives of missing people.
Of 64 dead bodies only 17 people have been identified. "He lost his parents and younger sister in this tragedy", Health Minister Veronika Skvortsova said, adding that he had several broken bones and is on a respirator. Another video, apparently taken from a security camera, showed that mall patrons on the fourth floor had little time to react. It burned through a movie multiplex and a children's play area, fire officials said. "The fire exits were blocked", Svetlana Petrenko, a spokeswoman for the committee, said in a statement on Monday. When everything happened, there was no fire alarm. But Tass reported that the fire started on the top floor and consumed an area of about 1,500 square meters (16,150 square feet). As a result, many companies prefer to pay bribes instead of complying with outdated and excessive regulations, including fire safety rules. There have been reports that the building's fire alarms did not sound, leaving those in the movie theater initially unaware of the situation.
According to the Kommersant newspaper, nearly 300 firefighters and more than 60 firetrucks arrived to battle the blaze. The roof over this section collapsed. The fire engulfed a children's trampoline room and a cinema on the fourth floor. All of the animals are reported to have died.
The fire was extinguished by Monday morning after burning through the night. The cause wasn't immediately known but a criminal investigation was begun.
