It went on: 'However we have found that post-war child migration was a fundamentally flawed policy and that HMG failed to ensure that there were in place sufficient measures to protect children from sexual abuse (as well as other forms of abuse and neglect)'.

It should offer a flat-rate payment to the 2,000 of those affected who are still living. The British government was "reluctant to jeopardise relations with the Australian government by withdrawing from the scheme", at a time when "populate or perish" was the Canberra mantra, it found.

Former prime minister Kevin Rudd apologised in 2009 for Australia's role in the program with his British counterpart Gordon Brown following suit a year later. A former child migrant told the inquiry his experiences at one school were "better described as torture than abuse", saying he was locked in a place known as "the dungeon" without food or water for days. It also recommends that organisations involved in implementing the migration programmes offer apologies to child migrants, where they have failed to do so.

"The tragedy here is that not only were many survivors abused when they got to Australian institutions, but many had already been abused before they even left United Kingdom soil. The policy was allowed to continue despite evidence over many years showing that children were suffering".

He said: 'We now know that scores of children were themselves subject to abuse before they were deported to foreign countries.

"Like the recommendations made into the Royal Commission into Institutional Child Sexual Abuse here in Australia, these child survivors are now faced with waiting on the UK Government to act on the recommendations", Mr Donaldson said.

One victim claimed they were just five years old when they were repeatedly raped in a children's home in the United Kingdom and then, after being sent to Australia as a child migrant, the sexual abuse started again.

Donaldson Law Director, Adair Donaldson, said his firm was working in conjunction with a United Kingdom law firm to represent abuse survivors who had suffered sexual abuse in Northern Ireland before their forced migration to Australia in the 1960's.

The inquiry panel called on the Government to establish a "redress scheme" that should provide an equal award to every applicant, as it concluded all were exposed to the risk of sexual abuse.

In one case, the report described a pet horse being killed in front of around 15 children as a form of "collective punishment for alleged wrongdoing".

The British government took over primary responsibility for the policy after World War II and did not end it until 1970.

"Successive governments have accepted that the policy of child migration was wrong".

A damning inquiry has called for Australians who previously suffered abuse after arriving as child migrants from Britain should be compensated, and called for the United Kingdom government to issue apologies to them.
