Apple in China: who holds the keys?
As Reuters notes, however, once the iCloud keys are moved to Chinese servers, Chinese authorities will no longer have to go through the US court system to obtain data on iOS users.
This clearly won't affect all users and will only affect those who live in China who have also chosen China as their main country when setting up their Apple account, and for those wondering, note that this doesn't apply to Hong Kong, Macau, or Taiwan. This means that Chinese authorities will have an easier time to access private data stored in the cloud. All of those details, including those of Chinese iCloud customers, are now stored in the United States - meaning that data requests are subject to USA law. That means iMessages that haven't been deleted are also stored on Apple's iCloud servers in a form that could potentially be accessed by authorities.
The situation could get a bit sticky as unlike the USA, there's no independent review of warrants made for data access against tech companies. Apple noted that its values don't change even if it is "subjected to each country's laws".
"In contrast to Apple's bold public proclamations regarding users" privacy and security rights - including tense face-offs with US officials over unlocking iPhones - the company has repeatedly complied with Chinese government demands that impact customers in the country. But Chinese customers will notice some differences from the start: their iCloud accounts will now be co-branded with the name of the local partner, a first for Apple. "[They are] authorized by internal police procedures rather than independent court review, and the public has an obligation to cooperate".

In another possible dent to Apple's privacy guarantees, the European Union is working on new laws that would force tech companies to turn over a customer's personal data even if that data is stored outside the EU, Reuters reports.
The Journal reported that Apple said it advocated against the Chinese laws.
