The so-called Zurich Protocols signed by Yerevan and Ankara in 2009 were created to open the Turkey-Armenia border and normalize diplomatic ties.

The signing ceremony was attended by U.S. Secretary of State Hillary Clinton, Russian Foreign Minister Sergey Lavrov, and French Foreign Minister Bernard Kouchner.

President Serzh Sarkisian issued a decree to stop the process begun in Zurich in 2009 that would have paved the way for the establishment of diplomatic ties, according to the presidency's website. A notification was sent to Turkey.

At a meeting of the Armenian National Security Council, Sargsyan stated that the Armenian-Turkish protocols were declared invalid.

Sargsyan had said in his message during the 72nd session of the UN General Assembly on September 19, 2017 that the country will declare the protocols "null and void" in spring of 2018.

Created to allow the opening of borders and to forge diplomatic relations, the 2009 agreement was brokered by the U.S., Russian Federation and France. "Time proved that our concern was righteous".

The deal needed parliamentary approval in both countries, but was never ratified, and the Armenian and Turkish governments have since accused each other of trying to change the deal.

"But Ankara. did not even make a single step towards ratification and implementation of protocols, but also left no doubt that it was not intending to do it", Sarksyan said.
