About a month before it was ordered, Foster, a former top HUD official, filed a complaint with the Office of Special Counsel, a federal whistleblower agency, claiming she had been demoted and transferred after resisting Candy Carson's attempts to get around the $5,000 redecoration law.

According to the New York Times, which first reported the expense, agency spokesperson Raffi Williams claimed that Carson "didn't know the table had been purchased", but also that Carson did not think the cost was too steep.
Williams said department officials did not request congressional approval because the dining set served a "building-wide need".
Meanwhile Carson is also under pressure for bringing his son, whose company does business with the federal government, along on an official tour of Baltimore year. Foster said she had been excluded from handling Freedom of Information Act requests filed by the Democratic National Committee, even though she oversaw department records responses, because one of President Donald Trump's appointees thought she was a Democrat.
A HUD spokesman said the agency wouldn't comment on specific allegations in the complaint but said the HUD did not spend more than $5,000 to redecorate Carson's office.

"To clear up any suspicion I am calling for the HUD inspector general to review this matter".
