In her first public remarks as the incoming RCMP chief, Lucki outlined her vision for a more diverse RCMP.

Prime Minister Justin Trudeau is expected to make the announcement Friday morning at his scheduled event at the RCMP Academy in Regina, Sask. Lucki was chosen from a list that included a male officer who outranked her and several female officers with high-level policing experience.

"I plan to challenge assumptions, seek explanations, and better understand the reasons how we operate", she said. This means that no stone will be left unturned.

"We know we have a lot of work to do ... to restore the RCMP to the full position of trust that it really should have in the eyes of Canadians", Trudeau said.

It also comes at a time when the force's relations with Indigenous people are particularly strained. Stanley was acquitted last month, prompting accusations of bias against Indigenous people by both the police and the justice system as a whole. "To recognize these challenges is the first step".

"When she takes her new post this April, she will be the 24th commissioner in the RCMP's history and the first woman to serve as commissioner in a permanent role", Trudeau told a news conference. She has served at divisions in Quebec, Ontario, Manitoba, Alberta and Saskatchewan, worked with United Nations in the former Yugoslavia and trained police units for the UN Civilian Police Mission in Haiti.

He insists nothing personal was said by Warner, and that the umpires would have stepped in if something had been said. There is no provision of an appeal for a first Level 1 offence as per Article 8 of the Code of Conduct.

She has received numerous commendations over the years, including a United Nations Force Commander's commendation for bravery, two UN protection forces medals, and the Canadian peacekeeping service medal.

"I'm very, very excited about being able to appoint the absolute best person for the job to be commissioner of the RCMP, who just happens to be a woman", he said.

Trudeau said having Lucki in the role will help advance reconciliation with Indigenous Peoples, support mental wellness across the RCMP and address workplace harassment.

Paulson, the outgoing commissioner, a year ago gave an official apology and offered an estimated 100 million Canadian dollars ($78.4 million) compensation to settle two sexual harassment class action lawsuits launched by former policewomen.

The appointment follows the creation last year of an independent, non-partisan selection committee, headed by former New Brunswick premier Frank McKenna, which earlier this year recommended three contenders for the top job.

The RCMP has about 20,000 uniformed members.
