Chancellor Angela Merkel's Christian Democrats overwhelmingly approved a coalition deal with the Social Democrats at a special party congress on Monday.

Independent of the outcome of the CDU's internal vote, the SPD's more than 460,000 registered members are also voting until March 2 in their own party-internal referendum on whether or not to join a coalition government with Merkel.

Merkel addressed party delegates at a convention in Berlin, where CDU members were expected to pass a tabled agreement with Bavarian sister party the CSU and the centre-left SPD of Martin Schulz, bringing Germany one step closer to ending months of political uncertainty following an inconclusive federal election, Efe news reported.

Mrs Merkel acknowledged the unease among party supporters, but said it would have been wrong to let coalition talks collapse over the distribution of ministerial posts, insisting that as the strongest force in German politics her party had to live up to its responsibility to form a government.

Mrs Merkel said: "It was my task to present a tableau of people that is future-orientated".

Other Cabinet newcomers are Julia Kloeckner, 45, a deputy party leader who is set to become agriculture minister; lawmaker Anja Karliczek, 46, tapped as education minister; and Helge Braun, 45, as Merkel's new chief of staff.

There was considerable speculation over whether Merkel, 63, would promote or ignore Spahn, now a deputy finance minister.
