A female staffer received death threats and alleges she was hit and sexually harassed by Esty's then-chief of staff Tony Baker, in a pattern of abuse over more than a year.

Rep. Elizabeth Esty of CT issued the apology on Thursday in response to reports over how she handled the firing of her former chief-of-staff Tony Baker, who got a $5,000 severance and job recommendation.

Esty eventually fired Baker.

"What I did was not good enough and it didn't protect [my staff] enough", Esty told the newspaper. "I feel responsibility - I take responsibility and I feel responsibility that something bad happened to people I care about in my office and I didn't know about it, and that happened".

The congresswoman learned about Kain's allegations days after Baker left the threatening voicemail, yet she did not immediately fire or suspend her chief of staff.

Kain, who provided a copy of the recording to The Washington Post, alerted the police, filed a report for felony threats and obtained a 12-month restraining order against Baker.

Baker's friend and spokesman, Andrew Ricci, disputed that he had struck Kain, but not her other allegations.

Hearst Connecticut Media reported Esty also recommended Baker for a job at Sandy Hook Promise, a nonprofit gun violence prevention organization that was started after the deadly 2012 mass shooting at Sandy Hook Elementary School in Newtown, Connecticut, which is part of Esty's congressional district.

Baker, who had obtained the OH job based in part on Esty's personal recommendation, left the position Monday, the Connecticut Post reported.

Esty also praised her former staffer who came forward, especially amid the ongoing #MeToo movement, during which instances of harassment, misconduct, and violence against women have been exposed, including by current and former members of Congress.

Esty told the Connecticut Post, which broke the story, that she accepts blame for failing to dismiss Baker more promptly, but she also said she was pressured by the Office of House Employment Counsel to sign a nondisclosure agreement with her employee.

Daly said the nondisclosure agreement was "a recommendation that was provided to the congresswoman as part of a means to get Tony out of the office as soon as possible". A phone number listed for a Tony Baker was disconnected, according to the Associated Press.

Esty says she removed Baker from her staff after learning that the claims against him were not an "isolated incident" and that he had "victimized" multiple female members of her staff. Esty then "hired a new chief of staff, made changes to senior staff, changed employment policy, and instituted mandatory harassment trainings", according to her statement.

Ricci confirmed to ABC News that Baker has been undergoing treatment for alcoholism for almost two years, and in that time has undergone counseling for anger management.
