The deal is aimed at developing the Egyptian side of NEOM, the futuristic project straddling Saudi Arabia and Jordan which was unveiled by Prince Mohammed last October as part of plans to diversify the kingdom's oil-dependent economy.
Prince Mohammed's visit comes as his close ally President Abdel Fattah al-Sisi prepares to run in an election he is virtually guaranteed to win. He arrived in Cairo Sunday morning for a three-day visit before he is scheduled to head to the United Kingdom on 7 March and then to the U.S. on 19 March, according to a statement from Presidency spokesperson Bassam Rady.
He will also meet Coptic Pope Tawadros II.
According to the Saudi official, Riyadh plans to build seven cities and tourism projects, while Egypt will focus on developing the existing resort cities of Sharm el-Sheikh and Hurghada.
In 2015, during a visit by King Salman to Cairo, the two countries agreed on the transfer of two Red Sea islands to Saudi Arabia, sparking protests in Egypt.

It will also finance the development of the Egyptian side of Neom mega-city and a free economic zone - a project unveiled by the crown prince previous year as part of his plans to diversify the kingdom's economy away from its dependence on oil.
This overhaul, which is the most recent in a series of relaxed laws and restrictions, has become something of a trademark of crown prince Mohammed's approach to ruling a youthful Saudi Arabia.
