Hack of Baltimore's 911 dispatch system was ransomware attack, city officials say
Without Baltimore's 911 CAD system running, dispatchers were forced to take calls manually, slowing the emergency response time.
Government officials in Baltimore recently confirmed that their emergency dispatch system was infiltrated by unknown hackers around 8 am on Sunday, forcing the city to shut the entire system down and handle emergency calls manually for almost 17 hours. As such, bad actors can abuse it to potentially steal some medical information and access mapping systems, assets which Baltimore and other cities need in the event of a city-wide emergency.
A spokesperson for Mayor Catherine Pugh said in a statement Tuesday that the breach at 8:30 a.m. affected messaging functions within the system's Computer Aided Dispatch Network, which supports 911 and public safety emergency services. An FBI spokesman told The Baltimore Sun that they are aware of the CAD breach and have provided technical assistance into the issue.
Johnson said 911 and 311 "were temporarily transitioned to manual mode" and continued to operate without disruption. "Once all systems were properly vetted, CAD was brought back online".
"This effectively means that instead of details of incoming callers seeking emergency support being relayed to dispatchers electronically, they were relayed by call center support staff manually", Johnson told the newspaper.
Johnson said that no personal data of city residents was compromised in the attack.

"We know that there was some sort of limited technological problem with one of the servers that serves the computerated dispatch for the city", said University of Maryland cyber security expert Ben Yellin.
The Baltimore hack comes against a backdrop of increasing hacking of municipal and other systems across the United States.
"The survey.found that about one-quarter of local governments reported that they were experiencing attacks of one kind or another, successful or not, at least as often as once an hour", the New York Times wrote. "This information can be combined and can be used to help a hacker get the more damaging information".
Atlanta and Baltimore faced a number of differences in their recent attacks, including the targeted systems.
It is unclear why Baltimore leaders lacked transparency during the attack.
