Wylie expressed concern that Cambridge Analytica's stolen data might have found its way into the hands of Russian intelligence operatives who attempted to influence USA voters before the 2016 elections.
The apology does not mention Cambridge Analytica, which worked on US President Donald Trump's 2016 campaign.
"Bannon didn't care, the Mercers didn't care, Alexander Nix certainly didn't care", Wylie told CNN in an interview in London on Friday night.
Facebook's Zuckerberg said on Wednesday that his company made mistakes in mishandling data and promised tougher steps to restrict developers access to data. These chains need to begin at the governmental level and must include tech experts who can audit the practices of these companies and report back to policy-makers.
So, for example, Facebook must take an active interest in the actions of third-party companies like Global Science Research (GSR) who, in turn, must contract with companies like Cambridge Analytica in a legal and ethical manner. Both firms deny wrongdoing.
The memo warns them that foreign nationals "may not play strategic roles" in US political campaigns, including giving "strategic advice", but that foreigners can still "act as functionaries that collect and process data" as long as the final analysis of that data is conducted by USA citizens.
The attorney who wrote the memo, Laurence Levy, said Nix should recuse himself from managing any clients involved in American elections and that Cambridge Analytica's foreign employees should not provide final analysis of data for USA candidates or political action committees.
However, Ryan said that in the wake of the UpGuard and Gizmodo reports, it's unclear whether AIQ's involvement was substantive enough to represent a violation of United States election law.

"If Mr. Wylie's allegations are true, the Justice Department could prosecute Cambridge Analytica and its managers for knowing and willful violations of the prohibition on foreign national contributions", he told The Post.
Facebook officials have declined to comment on the lawsuit. Now this is where facts get a bit thinner with Cambridge Analytica case, but we can probably figure out the method used.
So, just leave? Easy for him to say.
"We are encouraged that Mark Zuckerberg has promised to improve the privacy settings and make them more protective", Dixon wrote.
The two former workers, who, like Wylie, were interviewed in London, said employees anxious the company was giving its foreign employees potentially inaccurate immigration documents to provide upon entering the United States, showing that they were not there to work when they had arrived for the objective of advising campaigns.
Brett Kappel, an attorney at Akerman LLP who specializes in campaign finance law, said the company's apparent use of foreign nationals warrants a Federal Election Commission investigation. It also sought details of the entities who have approached the firm with the intention to profile voters and influence voting behavior.
"The lines between participation in a campaign decision and merely giving advice can be blurry", he said.
