Russian officials say 20 psychologists are working with relatives of missing people.

Emergency services minister Vladimir Puchkov said on Russian television: "We have recorded that unfortunately as a result of the accident 64 people died".

The fire spread so quickly that numerous victims found it impossible to escape through thick toxic smoke engulfing the building, the drone footage, captured at the height of the fire, showed.

One of the hospitalized victims was an 11-year-old boy who jumped out of a fourth-floor window to escape the blaze. There is no word yet on how the fire started, though it is known to have begun on the top floor on Sunday evening. She also said that authorities are considering arresting a security guard "who turned off the alarm system upon receiving a signal about the fire".

Kemerovo is almost 2,000 miles east of Moscow.

Russia's Investigative Committee spoke of blocked exits and "serious violations" at the Winter Cherry mall.

About 12 of the missing children were in one of the mall's three movie theaters, which rescuers have so far been unable to access due to the high temperatures and the building's instability, according to Vladimir Chernov, Kemerovo's vice governor. No fire alarm to be heard.

Yevgeny Dedyukhin, deputy head of the Kemerovo region emergency department, said the area of the fire was about 1,500 sq m. Russia's main state channel, Channel 1, said it was canceling entertainment programs in view of the catastrophe, TASS, the state news agency, reported.

"Entrusting the deceased, especially the many children who lost their lives, to the merciful love of God Almighty, His Holiness offers the assurance of his prayers for all who mourn their loss".

Kremlin spokesman Dmitry Peskov told reporters on Monday it was too early to draw conclusions about whether local officials failed in Kemerovo.

The death toll in a fire in the shopping mall Zimnyaya Vishnya in Kemerovo reaches 64 people.
