"At this time, we can confirm the deaths of 37 people in the fire at the Kemerovo shopping center", Russia's Investigative Committee was quoted as saying by TASS.
He tweeted: "My condolences to the families and friends of the victims of the bad fire in the shopping mall in #Kemerovo".
The fire broke out at about 17:00 (10:00 GMT) on Sunday.
President Vladimir Putin, re-elected last weekend, has yet to speak publicly about the tragedy, which has stirred deep anger in Kemerovo, a coal-producing region about 3,600 km (2,200 miles) east of Moscow.
The Emergencies Minister said firefighters and emergency services were risking their lives in the rescue efforts as the mall's infrastructure was severely damaged. Anna Kuznetsova, Russia's children's rights commissioner, said the fire had been caused by incompetence and that similar shopping centres across Russia should be urgently checked.
Firefighters said up to 11 people are believed to be missing.
"My friend rang from the burning building and said they coudn't breathe".
The fire engulfed the upper floors of the Winter Cherry Mall in the city of Kemerovo on Sunday. He described thick clouds of smoke and limited visibility as temperatures within the mall reached about 1,292 degrees Fahrenheit, the RBC news outlet reported.
The blaze started on an upper floor of the Winter Cherry complex while numerous victims were at the cinema. The roofs of two cinema screens also collapsed during the blaze.

Investigators found that a cigarette butt dropped by a storeroom keeper caused the blaze at the Zhongbai Commercial Plaza and that fire escapes were blocked and windows barred. A particularly chilling message circulating online was allegedly left by a 13-year-old girl who wrote "We are on fire".
In 2009, 156 were killed in a nightclub fire in the city of Perm, 1,200 kilometres east of Moscow in one of the deadliest accidents in Russia's modern history.
"I was shouting into the phone, telling her to get out but there was nothing I could do - the fire was in front of me", he said.
