The Government has earmarked Rs 13,997 crore for Education, which is 26 per cent of the total budget estimates.

In what could be the first such endeavour in the country, the Delhi government on Thursday presented a "green budget", which is aimed at controlling pollution, and involves a number of programmes that are meant to be rolled out in a time-bound manner.

The 26 anti-pollution programmes, spanning across four departments - Environment, Transport, Power, and Public Works, include a real-time, round-the-year study in partnership with the University of Washington to understand sources of pollution.

The state finance minister, Manish Sisodia, said, "Despite demonetisation and GST, Delhi's economy is growing", adding that the government allocates Rs 1,000 crore for repairing small roads of the municipal corporations.

A tweet by AAP's official handle listed the per year reduction in air pollutant emissions the budget would effect. Government also announced their plans to introduce a new cirriculum- Happiness Cirriculum in government schools.

Of the Rs 13,997 crore budget allocation, Rs 13,328 crore is the revenue budget, and Rs 759 crore is the capital budget. Subsidy of up to Rs 5,000 per tandoor to restaurants to replace coal tandoors with electricity or gas-based tandoors.

26 Points Programme under Delhi's Green Budget.

"Our Government will launch, Universal Health Insurance Scheme to cover treatment of citizens of Delhi". He also noted that Rs 1,000 crore was allotted for fix of roads under municipal corporations and Rs 100 crore for those in markets.

Sisodia also declared that 50 per cent concession will be given in registration of CNG cars and solar panels will be installed over 16 km cycle track. Moreover, around 200-250 cameras will be installed to live-stream the classes so that the parents can watch their children. It is 19.45 per cent more than the revised budget estimate of Rs 44,370 crore for the previous financial year.

"We are going to start a new curriculum - Happiness curriculum - in all Government schools under which different activities are being developed for students of nursery to Class VIII for developing their personality", he said. Tackling pollution has been a big problem in Delhi and this budget has focused on that.
