Theresa May sets out vision for 'optimistic and confident' Brexit
European Union President Donald Tusk warned the United Kingdom that it can't expect frictionless trade outside the bloc's single market, lowering again Prime Minister Theresa May's expectations a day before she's due to deliver a major speech on her vision for the post-Brexit relationship.
Asked why the draft made no mention of a section in December's EU-UK joint report that there should be no regulatory divergence between Great Britain and Northern Ireland, Barnier said it was because that was an internal British matter.
"Until now, no-one has come up with anything wiser than that", Mr Tusk said.
His speech came as Prime Minister Theresa May met EU President Donald Tusk for talks in London on the eve of a crucial speech in which she will set out her vision of future trade ties between Britain and the EU.
She took particular aim at a proposal to keep British-ruled Northern Ireland in a customs union if there is no better solution to avoid a hard border with EU-member Ireland.
The latest disagreement flared when European Union chief negotiator Michel Barnier unveiled a draft divorce treaty, which put into legal terms proposals agreed with Britain in December.
"Northern Ireland shall be considered to be part of the customs territory of the Union, " read the draft, which some diplomats characterised as a clear bid by Brussels to seize the initiative and drive negotiations forward on its terms.

But Mr Johnson pointed to a technological solution to maintaining a soft border with Ireland similar to the one used to facilitate the London congestion charge.
Such checks are, according to the European Union, needed because Britain will no longer be subject to the blocs rules on, for example, animal health and other standards and Brexit will create a land border with the EU.
Adding to doubts about how Britain will implement Brexit, the Scottish government confirmed plans for its own legislation on the withdrawal, a plan to be emulated in Wales.
