In 1995, a right-wing government led by Alain Juppe planned to reform welfare system and end preferential working terms of rail workers, a move that triggered three-week strike and led to his resignation. "The state will live up to its duties before the end of its mandate to ensure the economic viability of railway system", he said.
As to the CFDT, it called for a rolling strike from March 12.

Philippe said fuller details of the reforms would be set out in March.
Successive governments have failed to reform the heavily unionised rail sector.
Unlike Britain, where rail services were privatised in the 1990s, the SNCF remains state-run and is seen as a national treasure.
France's train network is considered among the best in Europe, ranked seventh in the 2017 European Railway Performance Index by consultants BCG.
