Pennsylvania voting dispute in limbo, for now
The three-member panel of federal judges peppered lawyers for both sides in the bitter redistricting battle with pointed questions on a wide range of legal issues during a three-and-a-half hour hearing in a Harrisburg courtroom.
Lawyers for the plaintiffs, eight Republican congressmen and two senior GOP state senators, argued that the majority Democrats on the state Supreme Court overstepped their authority as they declared a 2011 map an unconstitutional gerrymander and imposed their own district boundaries.
A panel of U.S. District Court judges heard arguments Friday in a request by state and federal Republican lawmakers to get a state Supreme Court-drafted redistricting plan halted.
The state's Supreme Court issued the revised map last month after finding the old lines were drawn by the Republican-controlled legislature to marginalize Democratic voters in violation of the Pennsylvania constitution. It was not clear whether that meant the Justices were busy with the Pennsylvania controversy, or other things.
Under the 2011 map, drawn up by Republicans and signed by a Republican governor, the GOP has maintained a 13-5 edge in the past three election cycles, a period when Democrats prevailed in 18 of 24 statewide elections. It could be that he has chose to share the issue with the other Justices, and so the process has grown a little more complex, since the Justices are in a brief recess right now.
Among other developments, a total of 182 candidates are now circulating nominating petitions using the new district lines, but there have been complaints by GOP candidates that they have lost touch with familiar constituencies, making running more hard.

The state Supreme Court hired its own expert to help craft a plan, then didn't release its full opinion spelling out its expectations until two days before the deadline given to the Legislature. On May 15, Pennsylvania will hold primaries through which parties will pick candidates for the general election in November. State officials have argued that they will have time to educate the voters before that election occurs, but GOP challengers have argued that using the old map in one district next Tuesday and another throughout the state in May will contribute to voter confusion.
The two sides disagreed about how much time the state court gave lawmakers to craft a map, with the plaintiffs saying they only had two days after the high court issued a detailed opinion on February 7 to submit something for Wolf to consider.
"Individual legislators don't have standing unless they have enough votes to change the legislative outcome", said Stanton Jones, one of the lawyers who spoke in defense of the new map.
