A witness said the driver got out of a van with an ax during the altercation, before getting back into the vehicle and driving it into people on the sidewalk, according to the San Francisco affiliate for NBC. Another witness characterized the incident as a "turf discussion", and police said it was an isolated incident, not terrorism, and that the public is not at risk.

Police were searching for the driver and the five victims were transported to the hospital, police said, adding that four had life-threatening injuries. Police declined to immediately provide further details. It appeared to the witness the man was living out of his van, described as a white GMC with a partial license plate number 165.
