Sven Herpig, a fellow at German technology think tank "Neue Verantwortung" (New Responsibility) and former cybersecurity specialist for the German army, told DW that the federal government boasted a robust security offering, although "it was not good enough to fend off the attackers in this case".

The German government's data network, known as IVBB, operates separately from the public internet, and is used mainly to allow the secure exchange of information via phone and email between ministries in Berlin and the old West German capital in Bonn, which is still home to some ministries and government offices.

Officials also failed to explain when the attack actually took place, but reports suggest that it happened in December and implied that the attack is believed to have been launched by the Russian hacking group APT28.

The targeted ministries had since taken necessary measures to investigate the attack and protect their data, the spokesman added.

Zypries told reporters it would be hard for Germany, which holds a stake in the company, to block a French candidate after years of having Enders, a German citizen, at the helm. The report had also claimed that the Russian hackers possibly had access to these networks for almost a year.

The finger-pointing was apparently made by German security forces, who are confident that hackers with links to the Russian state had originated the attacks.

Germany said on Wednesday hackers had breached its government computer network with an isolated attack that had been brought under control and which security officials were investigating.

German intelligence service monitoring agents are to meet shortly after noon on Thursday to discuss the Russia-linked attack, according to information received by DPA.

Some opposition lawmakers have criticized the security services for failing to inform them about the attack.

Konstantin von Notz, deputy of the committee, complained it was "completely unacceptable" that members of the oversight body only learned of the attack through the media.

The attack affected the government directly.

The group - also known as APT28, Fancy Bear, and Pawn Storm - has been targeting government institutions, political organizations and military/defense companies around the world for over a decade.

The report quoted unnamed sources as saying the chief suspect is the notorious APT28 or Fancy Bear group, which was reportedly behind the German parliament's big 2015 hacking and, months later, the Democratic National Committee (DNC) compromise in the US.
