"A simple fact is this: If USA Gymnastics and the US Olympic Committee had followed their own bylaws, policies and procedures created to protect children from sexual abuse Ms Raisman never would have met him, never would have been "treated" by him and never would have been molested by him".

USA Gymnastics and the USOC broke their stated mandates to protect children in their programs by not revealing Nassar's past misconduct to athletes and their parents or guardians, the lawsuit said.

The civil case, seen by USA Today Sports, says that when Moore went to Nassar's home for treatment, the perverted doctor was already with a teenage female gymnast.

In the suit filed Wednesday, but announced Friday morning, in Santa Clara County, California, attorneys representing Raisman say the USOC was "aware, at the highest levels of its organization, that Defendant Nassar had molested Olympic and National Team level gymnasts". He pleaded guilty to child pornography and sexual assault charges and was sentenced to lengthy prison terms.

A national team member, Maggie Nichols, reported the abuse to USA Gymnastics in the summer of 2015.

USA Gymnastics said that it informed the Federal Bureau of Investigation about the doctor in July 2015 after a complaint from a member of the national team, though the U.S. Olympic Committee says it did not know about allegations until 2016 when one victim went public in the Indianapolis Star.

Nassar pleaded guilty in MI to molesting 10 girls and to possession of child pornography, and he is all but certain to spend the rest of his life behind bars. "It is my hope that the legal process will hold them accountable and enable the change that is so desperately needed".

Raisman appeared at his sentencing hearing in January and delivered a powerful statement calling for accountability. Former president Steve Penny, named as a co-defendant in Raisman's lawsuit, resigned last March.

Raisman said, "I refuse to wait any longer for these organizations to do the right thing".

"After all this time, they remain unwilling to conduct a full investigation, and without a solid understanding of how this happened, it is delusional to think sufficient changes can be implemented".

Moore, now aged 18, was a member of the USA men's junior national team and is currently a freshman at the University of MI.
