Governor Walker Introduces Legislation to Improve School Safety; No Mention of Gun Control

Wisconsin Democrats have introduced new legislation to improve school safety. Students around the country walked out of class Wednesday morning to demand tighter gun restrictions.

He ordered the Legislature to take up the bills in a special session, likening the package to airport security upgrades following the September 11th terrorist attacks.

The bill would make reporting a school threat mandatory for medical professionals, mental health professionals, teachers and counselors, similar to current law requiring them to report suspected child abuse.

The bills' prospects look dim in the state Senate, even though Walker worked with the chamber's GOP members on the package.

The proposal doesn't include any gun control changes, and some legislators don't think the bill does enough. The National Rifle Association has spent $3.5 million to help Walker since 2010.

Walker released his plan one day after schools across the nation held walkouts to protest gun violence and call for increased school security.

"It's disappointing to see Gov. We are putting $100 million behind this plan".

Other parts of Walker's proposal include incorporating Trauma-Informed Care and Adverse Childhood Experiences into teacher training programs as well as establishing an office of school safety under the Wisconsin Department of Justice.

State Sen. Minority Leader Jennifer Shilling, D-La Crosse, said the governor's proposals showed he was failing to address the most pressing gun safety issues facing students.

Walker also proposes requiring districts to create school safety plans for school activities outside of the normal school day, which they are now not mandated to do; amending state law to require parents be notified within 48 hours of a bullying incident involving their child; requiring the DOJ office to promote practices that account for any trauma students may have experienced in any training it offers to schools. For a plan that is supposed to be about gun safety, I don't see anything in here that will keep deadly firearms out of the wrong hands. The big question that remains is where the money will come from.

In addition, the plan would require schools to notify parents if their child is in a bullying incident within 48 hours.

State Superintendent Tony Evers last week called on Walker, whom he's challenging in this year's governor's race, to call a special legislative session on school safety that included a $50 million plan that would allow school districts to raise property taxes to pay for security costs.

Walker developed the legislation in consultation with Republican leaders in both the Assembly and Senate.

The Senate on Thursday posted its agenda for Tuesday, its final day in session. Majority Leader Scott Fitzgerald of Juneau said in a statement the Senate will consider a plan that "closely aligns" with Walker's proposals without entering special session. Fitzgerald spokesman Dan Romportl didn't immediately reply to a follow-up email asking for more details on the proposal.
