Broadand providers will be forced to provide minimum speed
The current situation is that broadband customers can exit their contract early if speeds fall below a minimum guaranteed level and their provider is unable fix them - but there is no limit on the provider's problem resolution time.
As an extra protection, internet providers must in future provide more realistic peak-time speed information upfront, which reflects the fact that broadband is typically not as fast when more people are online, during the busy periods of 8-10pm, or 12-2pm for businesses.
So, customers won't be tied to a TV contract bought at the same time as their broadband, if speeds fall short of what was promised, and they decide to leave.
The right to walk away from a service package will also include landline and TV packages. There are a number of measures within this announcement and they broadly concern giving broadband customers better information about the product they are purchasing, and allowing customers to walk away from contracts that fail to deliver upon advertised promises.
Communications regulator Ofcom is having about its fiftieth shot at making the ISPs sell us broadband in a more honest way, this time asking for clearer indications of lower-end speeds and real-world estimates of evening contention.

Even Oprah Winfrey has to spell her name at coffee shops
The 14-member group discussed a range of issues including #MeToo, the shithole countries comment, and tax reform. Winfrey went on to say that even her closest friend, Gayle King , urged her to consider running for office.
But the telecoms regular said that because these changes will require broadband providers to make major changes to their systems, such as developing new speed testing methods, and train staff, companies now have 12 months to make these changes before the new requirements come into force for services purchased from 1 March 2019.
"Under this Code, greater onus will be placed on providers to bring the most seriously impacted customers' speeds up to scratch within 30 days of the issue being raised, otherwise consumers will be able to switch away without exit fees".
The new rules are part of a greater movement by Ofcom to "give people more confidence when choosing their broadband company", the release said.
The delivery of full fibre is seen as critical to keeping the United Kingdom at the forefront of the digital economy hence the number of times its mentioned by Ministers, Ofcom and providers and today a key milestone has been reached.
Until the new rules get put into practice, users can brush up on their knowledge of United Kingdom speed codes here. Still, the United Kingdom ranked no. 31 in the world for broadband speed.
